Please phone TurboTax Support ASAP and ask them to help with this matter. Otherwise they will eventually debit your bank account which could overdraw it. But if you reach them in time, you can probably work something out. They don't want you to have an overdraft any more than you do.

The IRS does not ever pay the TurboTax fees. A third-party handles the fee payment process but only after the IRS releases the refund and sends the funds to the third-party bank.
