After you file
The fees for using TurboTax are taken out of your federal refund by a third party bank after the IRS releases your refund. The bank removes the TT fees and forwards the rest to you, whether that is to a prepaid Visa or a bank account.
If there is a problem and it takes too long for the IRS to release the refund, or if your refund is seized to pay a debt such as child support, etc. TurboTax still must be paid. So you signed an agreement to allow the fees to be taken out of your account if too much time passes from when you file to when the refund is issued.
