When the blue line/ bar is complete, it means that the IRS has accepted your return and that you should have an estimated refund date soon (if you are expecting a tax refund). Please note that the IRS issues most refunds within 21 days of your return being accepted.

What does it mean when your tax return is still being processed?
It simply means the IRS has your tax return and it has passed the initial computer check.  Your tax return is now either in line to be processed for accuracy or is now being checked for accuracy.  As soon as the IRS determines there are no errors, the IRS will authorize payment and give an approximate refund date.

TurboTax tracks whether your federal tax return has been accepted or rejected and gives an estimate on when you can expect to receive your tax refund.  Please see the following TurboTax FAQ for information on tracking your federal refund:

Due to the PATH Act, some Federal refunds will be delayed. If you claimed the Earned Income Credit (EIC) or Additional Child Tax Credit, then you can expect to hear something around the end of February.
