After you file

"they sent a copy of the file"  Who sent you a copy?  Did you print a copy from TurboTax?  Earlier you said the IRS has no record and did not send you anything.  "money owed and paid"--money you paid for TurboTax fees or money you paid to the IRS?  Which?  Paying the TurboTax fee did not file your tax return.  You had to go all the way through the FILE section and click that big orange button that says "Transmit Return Now."  If you did not do that, or mail in the return,  then your tax return was not ever filed. If you filed by mail last year, then the software has no way to know that your return was filed. If you did not file the return, you can still  print, sign, and mail the return.

Or did you just use a different tax preparation service--that would explain why you cannot find anything on TurboTax.
