1. Use your Tax Tools to preview your return, and look for Schedule 3. Excess Social Security withholdings will be credited there.
2. New York does not have a location on the tax return to claim excess PFL withholdings. You will need to claim this through your employer. Please see this post by RobertB444 with more information and a link on how to do so here.
