They can't really charge you penalties on the money they sent you by mistake, although they are a taxing authority so they could always try? Document that you have tried to contact them about it and if any questions arise you'll be able to show them that you tried to return it. You can certainly try to contact them again but I would just wait til you receive the letter explaining the refund. Like I said, you may actually be entitle to it.
