The 3rd stimulus payment would only be entered on your tax return if you indicated that you did not receive the stimulus payment.  Then the Recovery Rebate Credit would be entered on your federal tax return Form 1040 on Line 30.  The Recovery Rebate Credit has nothing to do with the Child Tax Credit.

 

Line 23 on the Form 1040 is only populated by the amounts entered on Schedule 2 Line 21.  Schedule 2 Line 21 includes taxes only from the line items in Part II of the Schedule 2 as shown on this screenshot -

 The Child Tax Credit for tax year 2021 is only entered as a refundable tax credit on Line 28 of the Form 1040.  It is not entered as a non-refundable tax credit.

The only non-refundable tax credit related to a dependent would be the Other Dependent credit of $500 for a dependent that was age 18 or older in 2021.
