Assuming you received only a form 1099-SSA for social security benefits and only a VA disability pension and you have no other income sources then generally you would not have a filing requirement.  

 

If any of your VA pension was taxable you would receive a form 1099 reporting your benefits.  Normally, that is not the case as VA disabilty payments are not taxable and not included in your income. 

 

If you have other sources of income that are not exempted (VA disability is exempted) generally you can add them to half of your social security box 5 amount and if the result is less than $25,000 then your social security is not taxable.  

 

Finally, assuming your social security is not taxable and VA disability is not reportable then if any remaining income does not exceed the standard deduction for your filing status (12,550 for single under age 65 or 14,250 single age 65 or older), then generally you would not have a filing requirement.
