If you did Not receive the $1,400 stimulus payment you should answer No. But be aware if the IRS has records indicating that the 3rd stimulus payment was sent to you then the IRS will adjust your tax return and remove the Recovery Rebate Credit from your return. This process will delay any tax refund by several weeks if not longer.
