So my federal came back and I was supposed to receive $9,088 and only received 7,688. I was wondering what happens to the other full amount or who intercepted the amount missing?
That amount is $1,400 less than what you filed. It would appear that you indicated that you did Not receive the 3rd stimulus payment of $1,400. However, the IRS has records which show that the stimulus payment was sent to you. So the IRS adjusted your tax return accordingly.
The IRS will be sending you a letter in a few weeks explaining their changes to your tax return.

Why is my refund different than the amount on the tax return I filed?
We also may have changed your refund amount because we made changes to your tax return. This may include corrections to any incorrect Recovery Rebate Credit amount. You’ll get a notice explaining the changes.
