No, not a blank screen. When I try to start the state return, a box pops up saying Let's Download and Install Your States (even though it is already installed). It saves your return. Then a box that says Getting Your State ... A few seconds later a box that says Your software is up to date. Click okay, and you are right back to where you started, and the loop continues. Try to start the state return, and you get Let's Download, etc. The state return never opens.
This is the same problem that occurred last year that was addressed with a State Cleanup file - https://ttlc.intuit.com/community/tax-topics/help/state-loop-indicates-turbotax-is-up-to-[product ke... , but there is no 2021 version of that, at least not yet.
