The TurboTax desktop editions and the online editions are separate programs with different price points.
The license code is only required for the TurboTax desktop editions to be installed on a personal computer. If you purchase the TurboTax software from Costco then you should be using the desktop edition on your computer as there is no need to use the online editions.
