The forms avaialbility chart (Which could change again) says
1) FOR PRINTING & MAIL-filing purposes ONLY
............10 Feb for the D400, but 17 Feb for a bunch of other NC forms that might be needed to feed into it.
2) For E-Filing Purposes

But dates could change again any day....they already changed from 2 or 3 days ago that suggested 17 Feb for everything.
