Did you see the screen that asks how much you already got? We assume you got the full 2,800 (1,400x2) back in March-May? Did you enter 2,800?
Is your baby showing up as a dependent at the top of your 1040? Check if you accidentally marked that you or your spouse was a dependent. Can't think of anything else that would disallow it.
