To follow-up, I see TurboTax has now completed Form 8962 (as of Jan 20) but this subsidy repayment limitation is still being calculated incorrectly. I raised this issue to the IRS and they agreed with my interpretation that a full repayment is required for 2021 AGI above 400% FPL. Hope a TurboTax fix is coming.
