Deductions can only reduce your taxable income to zero. So if you don't have any income the deductions won't affect your return. If you don't have any income you don't need to file a tax return. You can only get a refund if you had more withholding than the tax on your income. Or if you qualify for refundable credits like the EIC but you need earned income to get that.
