If the unemployment was received in 2021 it goes on your 2021 tax return, so the 2021 tax laws are in effect for it. Congress has not acted to change the tax law regarding unemployment received in 2021. The exclusion of federal tax was for unemployment received in 2020 that was entered on a 2020 tax return---and that was only for the one tax year. Unless Congress changes the tax law yet again.
