It is possible this is KY saying you do not need to file. The email may be indicating zero tax showing on your KY return. Here are the filing requirements for KY.
The other possibility is the lack of KY entries on your W2. So try adding a KY line to your W2. Below the OH lines on your W2 entries in TurboTax add KY and put in the federal ID number and the same amount as the OH wages and leave the state income tax box empty since none were withheld by KY.
