If you could not be claimed as anyone else's dependent then you did not even have a filing requirement if you made less than these amounts (the standard deduction amount) + personal exemption amounts of about $4000 in those past years:
2015 $6300
2016 $6300
2017 $6350
2018 $12,000
2019 $12,200
2020 $12,400
So you only need to worry about filing a return and perhaps owing tax if you made over the standard deduction amount + the personal exemption amount for one or more of those years. It does not sound like you owe. What year did you make $11,000 and have over $600 withheld? If it was 2017 you could still get the refund. Your return would probably be really easy to prepare on a paper form on a 1040EZ and you could mail it it in for your refund.
