@Kmjo82 You can file a 2020 tax return to claim the Recovery Rebate Credit if no one can claim you as a dependent. Your mom does not have to claim you on her 2020 tax return. She can still claim the children on her return and file head of household.
@Zaldim You can file a 2020 tax return to claim the Recovery Rebate Credit if no one can claim you as a dependent, even if your income is below the filing threshold.

Additionally, here are the requirements to be claimed as a dependent who is not a qualifying child from IRS Publication 501.

The person can't be your qualifying child or the qualifying child of any other taxpayer.

The person either (a) must be related to you in one of the ways listed under Relatives who don't have to live with you , or (b) must live with you all year as a member of your household2 (and your relationship must not violate local law).

The person's gross income for the year must be less than $4,200.

You must provide more than half of the person's total support for the year.
