You can no longer e-file with TurboTax for tax year 2019. E-filing is for the current year only (2020).
If your return was rejected for 2019 when you tried to e-file, then it was never accepted by the IRS. This means that you can make an original filing for 2019, rather than filing an amendment.
Normally, to make an original filing for a prior year, you would need to mail your return to the IRS. I don't know if you have a paper copy of your return that you can send (with the employer's EIN updated).
