No.  TurboTax does not send your W-2's anywhere for you.  You enter your W-2's when you prepare your do-it-yourself tax return.  If you e-filed the returns the data goes to the federal and state electronically.  If you mail the returns you are supposed to attach copies of the W-2's to your tax return.  

 

So is the real problem that your state return was not filed?  Check your account and see if it shows that your state return was filed and accepted.  Or does the state say you did not pay your state tax due?  Your only proof that you paid your tax due is your own bank/credit card records.

 

When you e-file your federal return you will receive two emails from TurboTax.  The first one will say that your return was submitted.  The second email will tell you if your federal return was accepted or rejected.  If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.

 

If your account says anything other than "accepted" for your state return then it was not filed unless you put it in an envelope and took it to a mailbox yourself.  If it was not filed, then print it, sign it, attach the W-2's, and mail it to the state.
