It occurs to me that your question might be about a tax refund that you believe the IRS mailed to you---is that what you meant? Does the IRS refund site show that they mailed your tax refund check to you? The IRS will not make a direct deposit to a foreign bank so if you were receiving a federal income tax return they would mail a check to your address in your country. But there is no tracking number on the mail they use.
