If you see the 9465 then look at the filing instruction page carefully ... does it tell you to mail it or go online at IRS.gov ? The IRS usually takes a month or more to approve the payment plan (longer this year ) so it is possible the answer you got from the IRS is not accurate ... they make mistakes all the time.
