Does the error have any message? If no one suggests anything in this user community forum, here's how to phone in to speak to TurboTax Support. If necessary, I believe they can take your payment on the phone and push you a download of the state software.
Hours are 5AM-5PM Pacific (8AM-8 PM Eastern) Monday-Friday.
You can use this contact form to get an incident number and phone number, but wait until they are open, or it will just say "closed."
