The Form 1116 has been available for months.
Have you updated your software? Click on Online at the top of the desktop program screen. Click on Check for Updates.

If your software is at the latest release, close the TurboTax program and re-start your computer to make sure that all the updates to both Windows and to the TurboTax program have been installed.
After re-start and opening the TurboTax program still shows the Form 1116 as not yet available, try a manual update. See this TurboTax support FAQ for a manual update - https://ttlc.intuit.com/community/updating/help/manually-update-turbotax-for-windows-software-basic-...
