No, you cannot just e-file a couple of 1098T forms. If you did not include them when you filed your 2016 and 2017 tax returns you can amend those returns---but ONLY if you were not claimed as someone else's dependent for those tax years. If you were a dependent on someone else's return, that is who gets to claim the education credits.
If you are hoping to amend 2016 for a refund, you must get it mailed by April 2020 or it will be too late.
Amended returns cannot be e-filed. You are talking about two separate tax years, so that means two amended tax returns.
A 1040X cannot be e-filed. It must be printed and mailed. It will take about 4 months for the IRS to process an amended return. It is a good idea to use a mailing service that will track it, like UPS or certified mail, so you will know it was received.
