Are you sure it was a 1099-MISC and not a 1099-DIV? Why was a 1099-MISC considered a dividend--is this an Alaska Permanent Fund Dividend by any chance? I know the Alaska PFD comes on a 1099-MISC. Usually other types of dividends are reported to a taxpayer most commonly on a 1099-DIV or less commonly on a K-1.
In any case, I'm a fellow user, not a tax expert. if you were upgraded to Self-Employed Edition after having paid for Deluxe either accidentally or due to something in your return, there's not anything that can be done in this user forum to resolve that here since you cannot start the return over after already paying. The only folks who can address your fee issue and any business form you are awaiting are TurboTax Support. You would need to talk to them again, and if they agree you don't need Self-Employed Edition, ask them if they would provide you a service code.
If TurboTax thinks you have a business for some reason, then the form you are awaiting before you can efile might be for the Qualified Business Income (QBI) deduction. I don't know if it's available yet or not; I know it was delayed. But that's just a guess. I have no way of knowing "which" form you are awaiting. You might be able to tell by going through the REVIEW section. Ask Support about that issue as well.
