Using a desktop version follow these steps as a workaround.
1. Click "Forms" at top right of page
2. Find "OH Schedule A" in the your list of forms on the left hand side
3. If not there, click "Open Form" and the OH drop down
4. Click the IT 1040 drop down
5. Locate the Schedule A and click to open it
6. Go to line 26 and enter the military pay that was earned as an OH resident while stationed outside of OH
You can then go back to "Step-by-Step" and go through the OH interview; you should see the deduction now at the top of your OH summary page.
