Yes, the only way to correct a city return is to amend the return that has been filed.
Once the returns have been accepted you will need to follow the steps on How do I amend my 2019 TurboTax Online return?. You will need to mail the City Returns.
If the returns are rejected, you just need to make the corrections and resubmit the returns.
