I see where you are getting the 15,500. You are adding another 1,650 to your Standard Deduction of 13,850 (12,200+1,650). You only get another 1,650 if you are Blind. Nothing to do with dependents. In fact if you are someone's dependent you would get a lower Standard Deduction.
