That's because TTX Online is shut down for the 2018 season, and is transitioning to 2019 software. When 2019 software is brought up (target early-Mid Dec), the the Tax Tools will again be available once you start a new 2019 tax return. But there really is nothing to terminate with the Online software...you jsut don't bother starting a 2019 tax file.

BUT...if you are talking about the Download/Desktop software, and it's associated Advantage account...then Tax Tools does nothing for you..Too late to cancel the 2019 Download software, but you can terminate your "Advantage " account yourself by cancelling your desktop/download selection for 2020 :
