Unable to e-file 1041 due to update flag

This is the second year where e-file will not transmit a properly completed return because the product is flagged as needing updating.  The installed product on my machine is updated.  I have rebooted.  Last year it was necessary to actually install a "new" license (i.e., I was given a new product for downloading).

 

How is this problem to be resolved?
