If you have a bank account in your country, the bank should accept the US Treasury check for deposit. You would have to wait for the amount of time the bank needs to verify the check before the funds become available. If you do not have a bank account, then it will be very difficult if not impossible to just cash the US Treasury check in a foreign country.
