Tough call...but you may need to talk to Customer Support during daytime working hours and let Tech Support work with you on the phone:

Mental wanderings on what it might be:
1) make sure you recheck for any new W10 updates, and reboot several times before attempting to re-install TurboTax. TTX won't install at all if certain W10 updates are partially installed. That may require several reboots, even if you don't think you need to.
2) Make sure you rt-click on the installation file and "Run As Administrator"
3) make sure you download the installation file to your system hard disk....and run it from your system hard disk.
4) Could your virus checker be screwing up the installation file itself?...might need to shut down your virus scanner just before downloading the installation file, and turn it back on afterwards.
5) there is a forced uninstall procedure for W Vista, 7,8,10 that does a more extensive cleanup ..

Once you get it working, you'll have to install any state(s) you need before you attempt to open your initial tax file. The tax file won't load unless the proper states contained in your tax file are installed first.
