Try this (might or might not work):
Go to Control Panel > Programs and Features.
In window that opens, click on Turn Windows Features On and Off.
In window that opens, make sure all .NET Framework boxes are checked.
Reboot computer.
Run as administrator and reinstall TurboTax.
