To claim a parent as a dependent they must have either a Social Security number or an ITIN. They also must be a US citizen or a resident of the US, Canada or Mexico for some part of the year. You must also have provided over one-half of their support for the year.
Given the information from your post, you would not be able to claim her as a dependent on your tax return.
