You definitely answer NO to the question about having health insurance from the list of plans shown on the Health Insurance screen when you are covered by Medicare. Once answered and continued from that screen completes the Health Insurance section.
Medicare is considered minimum essential health care and therefore you will not pay any penalties whatsoever.
