Since the bank rejected it, they have to send it back to the IRS. Then the IRS has to re-process it, cut a check and then mail it. So they do state this process can take anywhere from 2 to 10 weeks. More details can be found also be found here Refund Returns
The other option would be to reach out to a taxpayer advocate to see if there is anything they can do to help speed up this process. They are generally good with helping taxpayers in situations where they may need their refund sooner.
