The Desktop CD/Download program does come with a free state program download. But there is a fee to efile each state return or you can print and mail state for free. And in the Desktop program you can use a lower version. All the Desktop programs have the same forms. You just get more help and guidance in the higher versions. If you want to switch to the Desktop program I can tell you how and you don't have to start over or pay for online.
