@DoninGA "enter the amount from box 1 of the form 1099-R into box 16, state distribution" indeed cleared thes error.  THANKS.

However, I received 3 1099-R's, where box 16 were blanks in two of them.  Only this one got flagged.  The other one reported no error. This inconsistency should be a  SMARTCHECK software bug.

In my mind, it'd helpful if TT introcuces an enhancement to fill "blank box 16" with amount from box 1 (or have an IRS rule that forces financial institutions to fill box 16 with the correct amount, not leaving it blank.)
