Check the Federal, State and Local line items for Withholding. If those are the same, TurboTax will typically identify it as an error because of the differences in Federal, State and Local tax rates.
Make sure that boxes 18, 19 and 20, and boxes 16 and 17, are all filled out consistently. TurboTax will also identify an error if withholding is more than wages.
To request a refund for a TurboTax state filing fee after mailing your return, you generally need to contact TurboTax Support directly, especially if you used the CD/download version.
