TurboTax does not receive any kind of tax refund, federal or state.
If the bank rejected the federal tax refund then the refund was sent back to the IRS. The IRS will either mail you a check to the address on the tax return or will mail you a CP53E notice requesting bank information for a direct deposit - https://www.irs.gov/individuals/understanding-your-cp53e-notice
