No. There is no type of paperwork you need to submit to PA. Since your employer did not withhold for PA, you do not need to file a Non-Resident return to claim a refund. There is also not a paper to file that says you are a Florida resident working for a PA company remotely. The fact that you are physically present in FL and not in the office by your employers choice is enough. You are correct, you meet the Employer Convenience Rule and would not owe taxes to PA or any state if you lived in FL for 100% of 2025.
