This was revised in recent months or so to allow for a TurboTax fees payment from either a Federal or state refund. Payment out of the state refund is less common, but possible in some cases. I'm not sure how they decide which one to use--perhaps state if the Federal is not large enough or was reduced. It's not common so folks in the forum won't be used to it yet. But the state possibility is mentioned twice in this FAQ:
