You should have seen it before this point. For me it comes up right after entering direct deposit information.  You don't need to file this form with your tax return. The program isn't even starting until summer so I wouldn't hold up your tax return if you can't find this.  You will be able to sign up  through an online portal that will be available by summer 2026.
