Probably either they're not or they don't care. Regardless, the number stuck on Windows 10 is closer to 1 billion, but that is the number of machines on the operating system.
There are many people, myself included, who have Windows 11 machines AND Windows 10 machines, the latter of which (in a lot of cases) cannot be upgraded due to hardware requirements.
At any rate, the numbers stated far exceed the number of taxpayers filing 1040 variants who use TurboTax to do so and that number is far, far lower considering you don't need any particular operating system to use any online version of TurboTax.
