Yes. You have 3 years to file a return, so you have until April 18th 2025 to file a 2021 return to claim a refund.
However, the rules for 2021 do state that you must have lived in the US for more than half of the year in order to claim the EITC. 2021 Pub 596
A US address is not the same as a permanent US residence.
