As I recall, the interview asked if I had interest income, and separately I imported 1099 info from my financial institution. As a result, in forms view I have both a blank 1099-INT and the imported one. When I try to [Review] the blank 1099-INT, I get the dialog to import from a financial institution; when I skip that, I'm dumped at an empty 1099-INT form.
I went into forms mode and deleted the empty 1099-INT, and it no longer shows up, but I now have a new "Untitled" 1099-INT on the "Let's finish pulling in your investments" screen. I wound up clicking the trash can next to these bogus investments, and then finally clicking [Review] on the remaining legitimate ones did the right thing.
It's not quite the same as your situation, but TurboTax Premier desktop's Step-by-Step definitely does not handle blank 1099-INT forms correctly.
