It would be highly unusual for box 7 to not have a code entered on the Form 1099-R. Are you sure there is not a number in the box, maybe the number 7 which designates a Normal Distribution.
If there is no code then you have to contact the Payer and get a corrected 1099-R as box 7 is Required to have a code entered.
